I think it wouldn't hurt to find out the percentage of
Netscape 4 users for the site first, and then think
about the best possible solution.

The less Netscape 4 browsers, the better it will be to
exclude only them; the more Netscape 4 browsers, the
better it will be to do other things, like exclude files
they don't want in compressed form (for all browsers).
