[Mod_gzip] Possible bug in handling outdated precompressed files

If I update an .htm file but do not update the corresponding .gz file,
mod_gzip/1.3.26.1a (Server Version: Apache/1.3.26) will sometimes recognize
that the .gz file is out of date and will update it; other times, it just
finds and sends the out-of-date .gz file, apparently without noticing that
it is out of date. I haven't been able to discover any pattern or reason why
it would update some, but not the others.  Is there any way to get it to log
the dates/times it's comparing?
