The problem you are describing has more to do the proxy than with filtering.
it has some 'issues' when it comes to adding custom filters to it's
responses.

I belive addoutputfilterbytype DEFLATE text/html
will work.

ps.. as for mod_gzip only gzipping 8k it sounds like a logic bug in it's
filtering code. (without having looked at it)
I would guess it is not handling multiple bucket brigades.
