how do you come to this conclusion?

More diagnostic data, please - like Apache log lines with
mod_gzip status codes and the like.

There are so many ways of "installing" an Apache module that
I cannot even guess which one of these you have tried.

The installation documentation definitely is the worst part
of my documentation - mainly because I am not using more
than one of all possible installation methods and have some
difficulties to execute all the other methods, especially
as I am not using mod_so ...
