it doesn't work exactly that way.
some patches are backported from the 2.1 development tree. before they 
can go into the 2.0 tree, 3 comitters have to had looked at it and 
edited the 'STATUS' file and give it a +1 there 
(http://cvs.apache.org/viewcvs.cgi/httpd-2.0/STATUS) not on list.
