which way are you using to have PHP interpret your *.php files?
It may depend on this mechanism how to detect the proper
subset of HTTP requests. In your example you are using a
"mod_gzip_item include handler" directive for CGI, and you
may well require the same mechanism for PHP if you use
some Apache module for PHP.

Which values for %{mod_gzip_result}n can you see in your access_log?
